Emissions Monitoring of an Interior Diesel Heater
- Staff of the Emissions Research and Measurement Division at ETC (ERMD)
monitored emissions of an interior diesel heater in a collaborative project
with the National Research Council's Centre for Surface Transportation
Technology. With the heater mounted inside a military vehicle, ambient
air within the vehicle was monitored at eye level for two separate locations:
the driver's seat and the crew compartment. Testing consisted of two weather
simulations. The first represented zero wind velocity at a temperature of -40oC.
The second simulated wind velocity of 67 km/hr at a temperature of -40oC.

ETC Involved in Research Project on Smog Issues
- An intensive research project is underway in Toronto to address
smog issues. A major part of the field study has just been completed.
Involving Environment Canada (MSC & ETC), Health Canada and University
of Toronto researchers, the study measures human exposure to fine
particulate matter and other smog related pollutants. Newly acquired
particle-size characterization instrumentation from the Emissions Research
and Measurement Division (ERMD) at the ETC was used in the field study.
The results of this study will play a role in future PERD-funded vehicle
particulate matter emissions studies at ERMD. Motor vehicles are considered
to be a major contributor to ambient fine particulate matter concentrations.

Recent Activity in Good Laboratory Practice (GLP)
- Dr. Don MacGregor, Manager of the CEPA GLP Compliance Monitoring
Unit at the ETC, attended a meeting of Steering Group for the Mutual Joint
Visit (MJV) project of the OECD Working Group on GLP in Copenhagen on
September 7th and 8th. The results of nine MJVs were presented and discussed,
including one to the Czech Republic for which Canada was the lead Member
country. It was agreed that Canada would host the next meeting of this Steering
Group, which is scheduled for October 2001 in Montr�al. During the following
week, Don participated in the MJV to The Netherlands, which also included GLP
inspectors from Denmark and South Africa.

Agreement for the National Air Pollution Surveillance Network
- This 30-year old program of cooperation between Environment Canada
and provincial, territorial and regional governments has worked successfully
without a formal agreement to measure the ambient air quality in Canadian
urban centres. Earlier this year, however, the Commissioner of Sustainable
Development recommended a formal agreement be put in place to reflect the
current realities of operation of what is now a more complex program.
The timing for this coincides with the recently agreed upon CCME Statement
of Principles to Guide Cooperative Arrangements on Environmental Monitoring
and Reporting. Consequently, the NAPS agreement will be the first one
implemented under these Principles. A Steering Committee, led by Richard
Turle of the ETC, has been formed to develop Environment Canada's position.
It consists of representatives from Federal-Provincial Relations Branch,
MSC for the Air Quality Prediction Program, AAPD for the Canada-US Ozone
Annex concerns, and the regional offices. The framework for the Agreement
is to be developed by December 2000 with an Agreement hopefully in place by
May 2001.

ETC Signs License Agreement with a Canadian Company
- A License agreement for the manufacture and sale of the heavy-duty
application of the Multi-DS dynamometer was awarded to a Canadian company,
Millimeter Engineering Works (MEW) Ltd. Developed by the Emissions Research
and Measurement Division (ERMD) at the ETC, the technology has worldwide
patent protection pending. MEW has a worldwide, sole license to build these
dynamometers, which are similar to the prototype manufactured and installed
at the OC Transpo facility in Ottawa under a joint agreement between ETC and
OC Transpo. Benefits from this agreement will range from promotion of the
green agenda (reduction of GHG and other emissions), economic growth and trade,
creation of jobs, increasing Canada's contribution and reputation internationally
in developing green technologies, to generation of revenue for the Crown for
reinvestment in environmental protection R&D.; Other applications of this
technology are also being marketed within Canada and internationally.

September 22, 2000 Dr. Zhendi Wang, ESD:
Guest Speaker in China
- During his vacation trip to China, Dr. Zhendi Wang from the Emergencies
Science Division at the ETC was invited by the Environmental Research Center of
Beijing University and Wuhan University to present three seminars:
1) Oil Spill Identification,
2) Overview of the St. Lawrence River, and
3) an Introduction to Oil Spill Remote Sensing
(prepared by Dr. Carl Brown). The presentations were greatly welcomed.
