June 5, 2000 - Richard Turle, AAQD:
ETC Hosts Visiting Scientist from Turkey
- Ms. Oznur Oguz is a Ph.D candidate from the Department of Environmental
Engineering at Middle East Technical University in Ankara, Turkey, and a visiting
researcher at the ETC. Her thesis title is "The determination of organic air
pollutants level in the Turkish atmosphere". The purpose of her visit is to
obtain experience with the ETC laboratory analytical methods as well as field
sampling for VOC, SVOC and Carbonyl compounds. There are many studies conducted
on conventional air pollutants in Turkey but very little work on ambient organic
air pollutants. Her work is funded from Turkey and partially from Dr. Deniz
Karman from Carleton University.

June 5, 2000 - Dr. Carl E. Brown, ESD:
ETC Participation in the Earth Observation Satellites Disaster Management Support Group
- Dr. Carl Brown of the Emergency Science Division attended a Workshop of the
Disaster Management Support Group, Committee on Earth Observation Satellites (CEOS),
June 6-8 2000 at the Canada Centre for Remote Sensing in Ottawa. The Committee on
Earth Observation Satellites Disaster Management Support Group supports natural and
technological disaster management on a worldwide basis by fostering improved
utilization of existing and planned Earth Observation satellite data. As a member
the Oil Spill Hazard Team, Dr. Brown participated in the review and revision of the
CEOS Oil Spill Hazard Report.

June 5, 2000 - Dr. Merv Fingas, ESD:
Presentation on Airborne Detection of Ships
- Dr. Merv Fingas presented a talk on the airborne detection of ships at the
workshop on ship detection held in Digby, Nova Scotia, May 30 to June 2. Dr. Fingas
also chaired the session on airborne detection methods. It was an international
workshop sponsored ed by a number of organizations including Environment Canada.
The leader was the Association for Marine Remote Sensing. The workshop included
70 participants from 10 countries and focused on remote sensing technologies for
detection of ships.

International Technical Seminars

The ETC Emergencies Science Division organized three technical seminars in Vancouver,
June 12-16. The Technical Seminar on Chemical Spills, June 12-13, and the
Phytoremedication Seminar, on June13, included over 30 papers and had over
60 registrants. Proceedings were published that had over 300 pages.
The Arctic and Marine Oilspill Seminar (AMOP) took place on June 14-16.
Over 160 registrants from 10 countries attended. More than 70 papers were
presented and proceedings of over 1200 pages were printed.

June 12, 2000 - Dr. Jocelyn Par�, MAP
AWARDS OF EXCELLENCE

Environment Canada's Microwave-Assisted Processes Team was recognised with a
Treasury Board Award of Excellence at the June 12, 2000 ceremony held at the
Museum of Civilisation. Team recipients are Prof.J. R. Jocelyn Par�
(inventor of MAP), Chief of the MAP Division and Acting Director of the
Wastewater Technology Centre, Dr. Jacqueline B�langer, Head Science
- MAP Division, Richard Turle, Chief of the Analysis and Air Quality
Division, Chung Chiu, Head, Organic Laboratory, AAQD, and three of their
colleagues from the U. S. Environmental Protection Agency; Rod Turpin,
Barry Lesnik and Raj Singhvi. The team was recognised for "working on
the leading edge, 'greening' laboratory methods used in government and
industrial labs across North America". The team collaborated in developing
methods, documenting and validating results, patenting activities associated
with new processes and equipment, and negotiating and issuing license agreements.
To date, over 600 commercial MAP extraction units have been sold and the
environmentally friendly analytical methods are being adopted around the
world.

NAPS Technical Seminar 2000

Luc White of the ETC Analysis and Air Quality Division organized a three-day
seminar in Ottawa for federal, provincial and territorial government air quality
monitoring agencies of the NAPS network. Staff from the Division gave
presentations on: the history and review of the NAPS program (Paul Brunet);
monitoring priorities and the Canada-Wide Standards (Tom Dann);
NAPS quality assurance programs (Jim Mar);
safety awareness for the operation of NAPS stations (Ross Hodgson);
overview of the (TEOM) particulate sampler - operation and troubleshooting (Luc White);
and the use of transfer standards (Sandra Goldthorp).
Staff of the NAPS monitoring agencies gave presentations on:
the Alberta Environmental Protection auditing program (Ray Brassard);
overview of the Grimm fine dust monitoring station (Mike Parker, Ontario MOE);
the Ontario Ministry of Environment (MOE) integrated air monitoring network (Tony Munroz);
and the Greater Vancouver Regional District wireless communication system upgrade
(Don Robertson). A separate session, lead by Luc White, was devoted to the operation
and troubleshooting of inhalable particulate mass samplers with hands-on demonstrations.
The seminar concluded with a visit of the Environmental Technology Centre NAPS instrument
calibration and air toxic analysis laboratories. The seminar was attended by over 30
participants.

Fuel Consumption Monitoring Aboard a Canadian Coast Guard Vessel

On June 4, 2000, Environment Canada personnel from the Emissions Research and Measurement
Division (ERMD) of the Environmental Technology Centre (ETC) in conjunction with the
Canadian Coast Guard conducted fuel consumption measurements on the CCGS Sir Wilfrid
Laurier. As part of each vessel's Environmental Management System (especially
multi-engined vessels), it is a requirement to have a chart or equivalent of the
vessel surface speed versus fuel consumption for the various combinations of operating
engines. The objective is to provide the crew with the information to select the most
energy efficient method of operating the vessel for each activity. For the Sir Wilfrid
Laurier the testing was conducted while en route from Victoria, BC to Port Hardy, BC.
Fuel consumption monitors (installed on one of the main engines) recorded data as the
vessel cruised at various loading and engine configurations. The data collected will
serve as a basis for the development of the fuel consumption curves for the three-engine
propulsion system. The information is packaged in a software format developed by the ETC
and provided to the Coast Guard on a CD.

Vehicle Emissions Clinic at EC Ontario Region

On June 14, 2000 staff from the ERMD travelled to Toronto to put on a vehicle
emissions clinic for Environment Canada - Ontario Region. The demonstration was
one of various activities held during Environment Week and the weather co-operated
fully. Sixty private and fleet vehicles were tested between the hours of 10:00 am
and 3:30 pm in the Environment Canada parking lot. Total Hydrocarbons, CO, NOx and
CO2 were measured with a probe in the tailpipe and the vehicle in neutral.
This procedure took place at low idle as well as at high idle (approx. 2,500 rpm).
The owners were given a print-out detailing the exhaust emissions from their vehicles
with an explanation of the results and possible reasons for elevated emissions,
as well as the upper limits for each compound. Special thanks are due to our Ontario
